im looking at getting a go pro to use fishing. What are some of the things I need to look for if I get a used one.. What is the difference in the hero, hero 3, hero3+, hero4. To many choices for a non tech person.

I have the 4 Silver and it's great. I would recommend the "chesty" and "head" straps for sure. Also the 8' extendable mount with suction cup if you use it on your boat. It will come with a few hard mounts that you can "glue" to a fixed surface if you want to.

My vote is to go Hero 3 or newer. I'd also recommend the Black edition for the Hero 3 and 3+ because I believe there is a notable difference in video quality. If you want to save some money buy a used one to start off with, shouldn't be too difficult to find on Craigslist. If you like it you'll almost certainly want a second and then you can put a little more into it for a new one.
The Jaws mount with included gooseneck has been very versatile for me moving between boats or other scenarios where you'd want to film. The head strap probably captures my favorite angle and the chesty is good for filler shots or an up close hookset shot.
You're pretty much limited to your imagination so watch some fishing videos and see what kinds of shots or angles you'd want of your own fishing adventures and it won't be hard to figure out what they used to get their shots.

Hero 4 is definitely more advanced. But as of now, the 3+ has more accessories. I'm sure the 4 will get there. Like I found this battery pack that hooks into the 3+ and keeps it waterproof and I can get about 5hrs out of it. Plus you can charge your phone too at the same time with it. But it only works on the 3 because of the battery. They have a solar battery too that looks legit, haven't used it yet. They have a new light pole that has usb plugs on it, so when you plug in your back light you have power from it too for your gopro. So much stuff it's crazy. There is more if you have anymore questions on stuff pm me. Picture taking on it is unbelievable, iv turned into a gopro guru. They are amazing! Get one for sure!

Get a flexible gooseneck mount. Another must for me the skeleton housing and a continuous power supply. I hated changing batteries so I ran a power cord. I just leave it set up and plugged in the whole time I'm fishing. I use it alot more since I did that.
