The bulb only on being primed gets hard and as the motor runs and draws on the fuel line, it quickly becomes a slight vacuum to lift fuel from the tank to the engine.....it is normal for it to no longer be hard.
The vacuum though should be slight if the fuel is not being overly restricted and the bulb should not collapse.
