what is a good method for fishing submerged wingdams in about 20-25' of water?

The top of the wingdam is in 20-25'?

No sir, sorry wasn't clear about that. The top comes up to9'-10' and the toe or bottom of the dam is in 20'-25' of water.

I would get on the down current side and cast up current across the wing dam bring it back across, fish like to stay on the backside of the current for ambush points 99% of the time.

I would be slinging a big crank or jig and be postioned down current as holingshead stated. Let the crankbait deflect right off the top and hold on.

Definitely position down current as stated. I'd try cranking it first it that was an option, then I'd go to a c-rig, t-rig, or a jig and drag them.

What was said above. This also works for dams that are running parallel to the the current. There's a lake I fish with a submerged north/south running dam and retrieving a crankbait over the dam in the direction of the current can get your arm yanked. Crankbaits that run deep enough to deflect off the dam are best. Also had luck with jerkbaits in these situations and some with creeping a drop shot up and over, but the crankbait works best. Remember that 10-15ft diving crankbaits reach their maximum depth about half way into the retrieve, then start rising again.

First a good crank bait but a crig fluke will kill them. I really like a crig magic shad. Deadly when they are on it.
