 Fortrex 101 foot control help

After a rough day on Falcon the speed control on the pedal of the fortrex is wrong, turn to OFF and still runs, turn to 100 and runs less than if you put it to 50, how can I put this thing to OFF and actually shuts down and 100 to be the fastest position again???
Any help is appreciated.
