Okay, so I apologize in advance because I know there are probably a bunch of posts like this one, but I'm looking at getting a new inshore spinning combo and I wanted some advice from the forum on the rods and reels I was thinking of. Not looking to break the bank but not necessarily restricted in budget. I intend on using 15 pound braid on about a 3000 size reel for catching reds and other species on the flats.

Reels: Abu Garcia Orra Inshore: use an Orra S for bass fishing and love it but haven't heard many reviews on this one and don't think it has much line capacity.
Shimano Saros: reasonably priced and heard good reviews but how does it do in the salt?
Shimano Stradic CI4: pretty expensive but is it worth the money??
Penn conflict: love penn products but how does this reel stack up to the shimano's?

Rods: Abu Garcia volatile: have a casting rod from this series and like it but is it too stiff and not sensitive?
Shimano compre inshore: haven't tried shimano rods before but the compre series seems like a good one.
St. Croix mojo inshore: love the mojo bass, but is the inshore not as good of a rod?
Falcon coastal xg: tried one of these out and really liked it and it's only 90$. Anyone else had a different experience?
All pro Atlantis: more expensive but is it worth it?

Any info is appreciated!

Can't go wrong with Penn. I use a Penn Battle 3000 best spinning rod and reel I've used in the salt.

Look out for the Penn Battle II series, a little less expensive than the Conflict. I have a first Gen Battle 6000 for the surf and it continues being smooth and holding up 3y now.
Many friends from Peru swear by Shimano (Stradics/Saragosa/Thunnus), where surf fishing conditions are rough to say the least, spray, dunking, rocks, sand, wind, heavy and thick sargassum.

Penn is good, but a little heavier, but TENDS to have a little more line than Shimanos (or actually Shimanos usually have less capacity than similarly "sized" reels). the Ci4+ is not supposed to rust due to the materials, may be worth it. I have been thinking about a new 3-4000 sized reel and have not committed yet, torn on the battle or the Ci4+ too.

All the stuff you're looking at is quality and honestly comes down to personal preference for example chevy v ford. Both a high quality product but some like different badges.
With your budget I would drop as much as possible on the most corrosion proof reel you can find, but this is just my opinion because I stalk the LLM. If your mainly targeting reds I wouldn't worry about sensitivity too much because I'm sure you know that reds hit like frieght trains. I would be using 2 different poles for reds and trout although a trout pole is fun to use on a red if you're on a boat and can chase it down even more fun if your on a yak and want to go for a "texas sled/sleigh ride." For reds,blacks,flounder I would use a bass "flippin/frog" style rod and a for trout,sheepshead,mangrove snapper,most everything else I would use a "worm" style rod.

Loomis rods and Shimano Stradic spinning reels have served me well over the last 22 years that I have been using that set up.

just paired up a falcon lowrider salt w/a shimano 3000 sahara fe and works great!

The Stradic is worth every penny. I have a stradic 4000Fi paired with an older Castaway 7 footer with a fast tip. It's a dream to use. I also use an old Calcutta 200 on the same brand rod ( the model for bait casters, duh !) and a curado as a back up.

That stradic has a smoooooooth drag, like all the higher end Shimanos do.
