I was rolling through trophy Club park last Sunday and I found this:

I believe it/s called duck weed, not sure though. You can fish it but gets your stuff nasty. Throw a frog over it!

happens with flood waters, at least that's where I saw it everywhere up north of lake Lavon around the roads I like to ride my motorcycle, looks like thick fluffy pollen clumps almost. Duckweed and tons of floating debris from flood waters

Mostly duckweed. May be watermeal mixed in too, they often grow together. They both grow in warm, fertile, stagnant water. Can be detrimental to dissolved oxygen in the water, but it also insulates and cools the water beneath. As long as oxygen is good, fish love it. Running frogs across the surface can be really fun.

Frog snot ok I got it. It was kind of spooky I didn't see fish on the graph and I didn't have luck with live bait it actually was difficult to get the bait to sink

Like someone said up above, a mix of duckweed and watermeal.

It becomes a problem as it spreads across the surface and prevents sunlight penetration to plankton as well as impeding surface diffusion. The result many times is oxygen depletion and a fishless water body.

It comes from being in stagnant, nutrient rich water. It must have calm water and fertility to live.

The best method of control I've found is to get the water moving. We usually install one or more commercial paddlewheel type aerators to form a current in the water, which this stuff just cannot abide and it'll go away on its own. Sometimes cutting down trees to allow for more wind, or making other changes in the way the water moves will help clear it up.

If there is oxygen to support them grass carp eat it up pretty good. Several herbicides will also kill it.
