It will work. Cattails work well and even dried oatmeal.

I've tried dryer lint also.
Cattails are the best.

I just use regular flour to thicken punch bait. And Vegetable oil to thin it.

it washes out of the cotton really quick and it wont hold the sent like cattails but i dont use either one just some flower to thinking it up just use a warm glass of water as your tester bait the hook let it set for 20 min then grab the line and shake the hell out of it. if is holds up for 2-3 mins its good

If it is too thin, you are letting it get too hot or getting too much water in it when re baiting. If too thick, add a little vegetable oil or let it warm up.

Cat tails and dryer lint I've found to work the best.
Putting flour into it will thicken it up but it will disolve in the water pretty quickly. It needs something that will give it body and hold the scent, and that is what the dryer lint or cattails do. Cotton balls is too tightly woven to absorb the bait but not the water.
The best way to prevent it getting runny is to keep it mixed well just after you open it and during use. Also keep it in an Ice chest when it's really hot.

I like cattails but if you have to use cotton balls try unrolling them then cut them in about 3/4 " pieces they will blend in better.

Just don't put in the ice chest with your beer.
