When I watch videos of people fishing in U-shaped float tubes, some have the stabilizer bars above their legs and others have no bars. Do some U-shaped float tubes come without the bars, or do some fishermen just leave the bar out so it will be easier to get in and out of the tube?

Yes, some of the more expensive and modern tubes feature a bar less design. If you go without a bar in a tube designed for one you would lose a little stability on the front but nothing that would be a problem. The inflation of the tube prohibits much movement up front.
It seems most bar less tubes feature the solid or inftable seats rather than the collapsible mesh net type seat. This solid seat provides stability between the lower portion of the pontoons rather than a bar up top.
