Might be what was called a Chicken Foot, back in the mid 70's. There was a bait company called Gator Bait Company around the Austin area. Maybe round rock? I don't remember a red and white combo, but maybe the color in the pict is a little off.

That looks a lot like the Kicker Fish Texas Wacky Rig bait they put out a few years ago. I don't know if they still make it.
