 Saltiest bay system on the coast right now?

All I keep hearing is the fresh water run off has the bays not fishing good. For the next month or two, I'll be kayaking and wading the bays/surf-fishing the coast and was hoping to get some tips on where the best water is. All info appreciated.

Actually all this rain has really "turned on" the fishing here in the coastal bend.
Bays are full of crabs and bait fish - including the back bays.
I have been seeing more crabs swim by me while I am wade fishing - in fact, the most since 1996 !
Cedar Bayou is open and we are getting sufficient rain to stock our back bay estuaries with plenty of water and mud for shrimp and bait fish.
That is a good recipe for improving the catching part of fishing.
This summer is producing, and this fall will produce, some of the best fishing we've had here in the Rockport Bay system in 19 years.

The saltiest would probably be Baffin Bay and the lower Laguna Madre. They historically receive the lowest influx of fresh water.

The lower Laguna madre is the saltiest bay system
Very little freshwater influx
