I have been throwing a 3/8 ounce swim jig with a Kicker Fish 3.8" trailer and retrieving it rather slow similar to a spinner bait. Is this this best way to retrieve this bait?

that is the way I fish it. when bringing it over cover let it fall.

There are times I'll pump my rod tip to get the skirt to flair around grass and stick ups. Other than that, just like you said.

Let the fish tell ya just like any other lure/presentation. I find they like it burned a lot, especially early and late in day this time of year.

Try raising your rod top and lettin in swim then just stop it let it sink and then raise the rod again. flutter it up and down is a great presentation.
