What's a good bait caster to use? Don't want to spend a lot on it.

So for a crappie reel, you won't be casting much...just vertical jigging in fresh water for fish under #2, using 1/8 oz lures and under. I see no real (excuse the pun ) need for a baitcaster. It seems the free fall from a spinning rig would be better IMHO. If you really want one, pretty much any low profile reel will do the job...no need for any high quality stuff.

I have the ABU silvermax. It has a flipping switch, which is great for pulling off line as you set your depth. - this means one hand to both operate the reel for line control and hold the rod, leaving the other hand free to work the line.
