Has any one been offshore in Puerto Rico. I am looking for a Charter in Ponce, Pr or Fajardo in July.
Has anyone fished there or could recommend a guide.

Not sure about offshore, but I have done inshore tarpon fishing several times with Francisco Rosario. He operates out of Cabo Rojo near Ponce. He will definitely put you on on the tarpon.
