As far as I know the only ramps on LL that are open are on the colony side stuarts creek, little elm, and on GV I think Murrel park and possibly katies woods hopefully someone with more info can chime in.

The only ramp that was open this past weekend on GV was Silver Lake Marina. They have a single lane deep water ramp that is good to go. Just have fun backing down the 250 ft to the edge of the water.
