Not sure what you mean by encapsulated. I usually get mine at Wal Mart. Northern Tool is a good place for trailer stuff.

Are LED light ok to submerge?

We always just unplugged the lights when we pulled up to take off straps etc. Never had a light problem.

Yep, the sealed LEDs are completely fine to submerge. I never unplug my trailer lights at the ramp.
