No, rule number one for anyone who has ever had lifeguard training would be to swim up to the drowning victim, dip under the water and twirl them around by their feet or legs so they are facing away from you and then grab them by the hair or the back of their shirt and one arm stroke ahead of them, staying away from their reach, until you can grab on to something or get to shallow water.

A drowning victim has absolutely no control over being calm; they are frantic. Most often, they are choking after swallowing water. Nothing makes you wiggle and scared like having your oxygen supply cut off.

I remember our instructor told us to swim out and stay a bit away from them until they lose a bit of energy, else they'll grab on to you and possibly drown you, too.

I guess there is another more basic rule: if you can't swim, and you are in a boat, you have absolutely no reason not to have a safety vest on.

OMG, right hook? Ah, no thanks. At my age I would also NOT reach over and grab what could be a 6' plus 300lb man in a sheer state of utter panic! NO thanks.
However, I will put a life jacket or cushion over to him. Use an oar or stick and give them something to save themselves.....
Do all I can but, I am not going to drown myself either
