had the same problem on my triton as far as the not able to plane fast mess around with the jack plate height and might consider a new prop in a different pitch.

How long have you had the boat? I had an '00 TR22 dual console with a 225 efi. It ran 68-69 mph, and back then the efi was faster than the opti. You gotta keep in mind, you have an eleven or twelve year old, heavy boat that was never known for speed. A buddy of mine had a brand new TR22 with a 300 merc, and it topped out at 72 mph. Age has a lot to do with your speed problems, but your 22 has the best rough water ride I've ever been in. Playing around with props, setbacks, and transom heights may help a little, but keep an eye on your gps. You can pick rpm's but lose mph.
