So what are the bass doing with all of this water rising? Do they move up in the water column with the rise or stay put?

They do as they always do. They follow the food. Massive inflow and freshly flooded vegetation offers a large amount of insect life that wasnt in the water before. To a fish, rising water in spring is like a dinnerbell.

I think of fish moving up and down in the water column as deeper, mostly suspended fish. Most of the fish are shallow right now, so they're already in the upper column of the water. I find that rising water causes the fish to follow the rise into newly flooded vegetation, cover and structure. So I'd say they stay in the upper part of the water column but expand their range. That new water causes algae to form on all the vegetation within about 4 days. Phytoplankton and Zooplankton feed on algae. Small baitfish feed on plankton. Bigger fish feed on baitfish.

Went this morning and caught a few in the pads/grass line. Then went down the lake and finally found some clear water with a pretty distinct mud line. Caught some more on cranks but they were shallow in the new water that was in people's yards. About half the boat houses were under water, but not much - we got about 5" here.
