They are here to stay, so you might as well like it or learn to live with them.
A Wildlife Biologist from the State was doing a survey last year on Lewisville, and he told me that a lake must have a high calcium content in the water for them to live; therefore, many East Texas lakes cannot sustain zebra mussels because of the low calcium content in the water.

Even the TPWD cannot control mother nature so the next easiest step is to control the boaters and make a little extra revenue through fines.
To whom much is given, much is required.

Zebra Mussels made their way from Lake Erie all across the country. Nothing that TPWD can do about them spreading in Texas. They have not hurt the fishing in Texoma and have really made the water clear and pretty like an Ozark lake. I always dump all my water and dry the boat anyway, so the new rules were just what I've always done. That said, it will not stop the spread of these things.
Fines are just for revenue...
John 21:3 Simon Peter saith unto them, I go a fishing. They say unto him, We also go with thee.

I don't know if this is because of the Zebra Mussels or lack of runoff, but when I was on Lake Belton a few weeks ago, that water was really clear. Not sure how far down you could see, but when I dropped bait down I could see the shad swimming around fairly deep. Texoma is no where near that clear.
But the fishing was pretty good!

Maybe TPWD should fine the COE for letting water out of the lakes to mix with other waters . Seems like the super bowl of the spreading of zebra mussels to me.
