So I am going to purchase the wilderness systems ride 115x. Now I thought choosing the kayak was the problem now I got to haul it around in my 2008 Scion tC 2 door. I have researched and to get a full rack system it would cost me around $400-500 which I do not want to spend. Is there a inexpensive but reliable way to haul around my kayak. I do not mind if it is a pain to set up I just want to minimize spending.

Check with Rack Warehouse. A rack system is the one thing that I would not go cheap on. Not only do you have to think about replacing a destroyed kayak, but also what you are going to do about the people who want to sue you because your boat came off your car and hit them. Can we say Personal Injury lawyer?

Before I decided to go with a truck overhead rack, I was pricing a system at Rack Warehouse for the wife's Sequoia and the cheapest I could get it down to that would still work was around $300, so b the time you add a load assist and all of the tie down straps, your $400-500 window isn't that unreasonable.
It took me a long time to understand it, but you have to ask yourself if you can afford to buy cheap stuff.

At 80lbs the ride 115 is a heavy yak for a car topper. No matter what, you will have to spread that weight out evenly over the outside edge of the roof mostly to the sides. I've made a couple of racks for my Nissan Versa 4 door but the biggest task is tying the yak down. You will have quite a challenge with the 2008 Scion tC ..

Consider a trailer there are some that are affordable.

I have a 2000 Honda Accord that I use to haul my FS12T which weighs 75lbs empty. I use the Yakima foam block system to haul it. It does take time to set up, but as long as you put the blocks as far forward and as far backwards as possible, you should be fine. I keep the blocks on the roof, as close to the windows as possible bc there is more support there. And ALWAYS use the fore and aft straps to secure it.

After decapitating my side view mirror, not once, but twice with a falling kayak, I decided to go with a trailer. Best decision I've made, regarding transport. It's tough car topping a heavy kayak. Takes additional time and I was always leery about having something go wrong and having my yak fall off in traffic. Before you go the car top route, seriously consider a trailer. I built one of those Harbor Freight cheapies, and believe me, if I can do it, anyone can. Yeah, you have to get it registered and licensed, but it's so worth it.

30 dollar foam block system at Academy. I use is for my 2 door civic.
Load an 11.5 Perception Striker.

Probably the same one I use. I cut the excess off of the straps once I used it a few times. All of the slack just got annoying trying to tie down.

I use the same foam blocks from Acadamy on my Pontiac Vibe with a Perception Pescador 12 . My advantage is there are side rails to be able to slide the kayak up onto the car then swing onto the back block lift and position onto the front block. I too will cut the straps down next time although I usually place them inside the rear passenger door on my car. I tie down the front of the kayak with the provided cords to the front bumper to ensure the kayak does not swing to one side with wind pressure.

This isn't how I do it anymore but it worked well for a few trips. Not a scratch on the car and the yak made it home safely every time. I have also loaded my hobie pro angler up top but had to be very careful as it is very heavy
