Where sould I go, What bait should I use, What will I expect to catch, What should I look for in the water, When should I go, What size setup should I use, How deep should I fish,Ect.
Will fish from Boliver to Freeport.

u gotta do alot of homework buddy. its gonna be a little hard to get advice on here. ive been watching youtube videos and checking out the bite on guides and reports from out there. im planning on goin to rockport to port aransas on the first weekend of october. good luck!

Wow! thats a group of questions that could see numerous opinions / advise.
There are numerous locations along the coast from Bolivar to Freeport but weather, seaweed at a minimum will dictate best comfort.
The type of fishyou are looking for non-game,game fish can bring more specific suggestions for you.
How much you wish to spend can also apply.
Condition of water as green to the beach will provide good fishing provided you know the tide tables (fish 1-2 before and after tides) can also help.Best time to go fishing is when you have time. Catching is another story that if you wish guarantees are best to stop by the local fishmarket.
Depth for surf fishing can be at first gut to kayaking as far as your reel capacity will provide. Hope this helps but you have asked for every thing beyond hiring a guide which might be beneficial to learn the ropes quickly. Be expecting to spend minimum of $400 for inshore. I don't recall any guides on the surf currently. There were but now retired. Suggestion- Texas Saltwater Fisherman or another site w.w.w.Surf-Masters.com

Just a suggestion as I surfed both at third bar with yakin 10/0 circle on 6' long min. 60# steel leader with mullet and possibly the whiting you caught. Also suggest a 3-4 oz spider weight.
I have used a 9' to 12' shakespeare ugly stik/daiwa beef stick and min.40# line with a min. 4/0 Penn.
While that is waiting, I am in the 1st gut catching whiting, sand and speckled trout, redfish, puppy sharks (blacktip), croakers, flounder and Spanish mackeral (on fortunate conditions) using artificials and/or live.
Be prepared when the big rod screams as there could be anything, bull reds, black drum, sharks (various type and size) and with the bum luck, a misplaced pea-coat full of sand that some merchant lost over the side.

I do have a 4/0 i need to use. I dont have a kayak. The best i can get is an inflatable boat.

I suggest the yak but not an inflatable (too tough to operate in waves) unless glass smooth.
Try casting the 4/0 from 2nd bar. I am kinda short and tried swimming to the 3rd bar but no more. Too dangerous.
You might consider a spinning reel with the equivalent line capacity.
I have used that also with a 12 and 15' shakespeare spinning rod.
There are much more $ rods but these have provided plenty of fun and catchin'.
Another bait would crabs.
I fished on the Galveston side near San Luis Pass around the water tank, and also at access #4 and #5 on the Freeport side.I have tried the San Luis Pass and if you try, be super cautious of the tidal change with super strong currents.
Folks used to have a bunch of surf casting off High Island beach but Ike took care of that as far as I can pick up.

I am 5'4'' so I have the same problem. How far out is the 2nd sandbar. I know the first is about 60 yards and where the waves break but i cant find it. I might get a 12' surf rod ugly stik x heavy with Penn fierce 8000 and 25lb line about 320 YD tommorrow. I can cast about 40 YDs off a pier with a 7'6'' ugly stik and a Penn fierce 4000 with about 150YDs of 30 lb. braid. I have always heard good things about crab and wanted to try them. We usally catch them off the pier. Our prime spot is san luis pass. We surf fish freeport to but #3 or 4.

Take a gander as to where the breakers are at. You should be able to go to 2nd bar (waist deep) after possibly at 5-4 do some bobbing at high tide from 1st bar. I stand at 5-7
You have it now , just enjoy the practice and each time you will gain experience as we all do. Also be sure to tie on a swivel to prevent line twist and wind knots.
Remember you're fishing with single lines and even the fisherman of old didn't get a net-full each time.
Also remember to thoroughly clean out the tackle with fresh water and if you wish, I spray tackle, rod/reel before and after with Reel Magic.
