When snelling circle hooks, should you cut a piece of line from your reel for leader material, or go to something heavier? I mostly catch pan-sized cats, and fill my reel with something in the neighborhood of 12#-test.

A leader is almost always heavier than your main line. That's the point. It takes more abuse than your main line.

The rule of thumb for mono leaders is to use equal to or greater strength mono. If you are fishing for pan sized cats the 12 lb. you are using should be fine. If after bigger cats or fishing heavier cover you need to step the size of your main line and run heavier leaders.

I agree, for my channel cat set ups I use 17lb main line with 20 to 25lb leaders, for my blue cat setups my main line is 25lb main line with 50lb leaders

I wouldn't use anything that light for a leader...rocks and other objects can fray your leader.
